Weyburn City Council will be meeting for the second time this month at 5:00 p.m. Monday. The council will have a rather busy agenda ahead of them. 

The meeting will include the introduction of the 2021-22 Youth Council. The Youth Council is made up of five students from Weyburn Comprehensive School. They take part in City Council meetings and meet themselves once a month. 

A motion regarding the province’s Municipal Revenue Sharing program will also be before the councillors. The council will need to pass a resolution confirming the City of Weyburn meets the eligibility for the program. 

A pre-budget approval will also be voted on for the purchase of fleet vehicles. The capital purchases have a budget of $225,000 for 2022 and would replace five older vehicles that are expected to be sold at auction. Administration is recommending the pre-budget approval for the purchases, with a delivery expected in 2022, due to limited truck inventories as well as longer lead times due to COVID-19.  

The City of Weyburn’s Rural Fire and Rescue Service Policy Bylaw is also before the council. The bylaw sets the guidelines for providing fire rescue services for municipalities outside the city limits. The bylaw is set to expire on December 31st, so a review of the current agreement terms is needed to establish an amended bylaw. The proposed bylaw amendments include setting the agreements for a new term of five years, as well as setting the rates for the duration of the agreements.  

A discretionary development permit for an electronic billboard will be discussed. The billboard is proposed for 53 Government Road, near the intersection of Highway 39 and Government Road. The application was circulated to the applicable agencies due to the proximity to the highways, including the provincial Ministry of Highways, the police department and the engineering department. Administration is recommending the proposal before the council not be approved, as the proposed location of the billboard doesn’t meet any of the setbacks detailed in the zoning bylaw.
