When Weyburn City Council meets Monday evening via video conferencing for their first meeting of May, they will have a busy agenda ahead of them, featuring some bylaws, regular reports, a pair of proclamations and, perhaps the one item that will capture most peoples’ attention, the mill rates. 

The mill rates had previously been discussed during the budget process earlier in the year, when it was learned the changes to the property taxes would see the average household pay an additional 1.6 percent. The bylaw before council Monday will officially set the mill rates for the classes and sub-classes of land, as well as establish the municipal base tax. 

City Council will also discuss the designation of the former Signal Hill Arts Centre as a Municipal Heritage Property. The building was sold by the City to a private developer in 2020 and has been developed to allow for apartments. The changes being made, however, are more clerical than anything else, as the property was initially added to the register of Municipal Heritage Properties in 1985. 

The fire and protective services bylaw that was discussed at the last Council meeting in April will also be revisited. At the April meeting, it had received first and second reading and was then tabled to allow for feedback prior to the third reading. Council will discuss the feedback provided on the bylaw, before voting on the third reading which would put it on the books.  

Tenders for a repaving project in the city will be reviewed. The work is to be done on Ebel Road and would require the contractor to remove the existing pavement, excavate down, restabilize the subgrade, place a sub-base and a base, and then pave the road. The proposals that were received by the city varied between costs of $982,000 to $541,000.  

Two proclamations will also be made during the meeting. Mayor Marcel Roy will be proclaiming Tuesday as National Denim Day in the city to help raise awareness for the CURE Foundation for breast cancer. Then, the week of May 16th to 22nd will be declared as Naturopathic Medicine Week.  

Council will also receive a number of reports, including one from the Walk of Fame Committee, the Water Treatment Plant, the Building Department, the Public Works Department and the Fire Department.
