Weyburn City Council will be covering a fairly packed agenda Monday night when they hold their final meeting for the month of April.  

The meeting will start with proclamations for the Day of Mourning and for Mental Health Week. From there, the councillors will receive a number of reports from various committees and departments. This will include an update from the Police Commission, the 2022 Annual Engineering Report and the Public Works report from March.  

In terms of motions, there will be five of them the councillors will be looking at, and voting on.  

The first on the agenda is the appointments for deputy mayor for the year. Revisions to the list were made necessary last month when Dick Michel stepped down from the council. He was originally scheduled to be the deputy mayor for the months of May and June, so adjustments to the rotation will need to be made. 

Then, an RFP for water and wastewater will be voted on. There are five proposed projects for the year, including the replacement of six fire hydrants, the replacement of seven street vales, the refurbishment of 11 manholes, the repair and replacement of four catch basins and work on storm sewer management projects. Council will review the submitted bids for each of the projects. In total, the five projects have a budget of $525,000. 

There will be a discussion about a request for tender for a replacement utility maintenance truck. The existing truck is 16 years old, and there is $80,000 budgeted for the purchase. Then, the conversation will switch to the business credit card limits that are in place for the city’s credit cards. The individual cards have a combined credit limit that is higher than the actual limit on the overall account, and a motion from the council is needed to bring the two numbers into alignment.  

Three discretionary use development permits will also be discussed. One is for a new liquor store to go into the building that was formerly the home of the Co-op Home Centre. The permit for the store would see the space converted into a liquor store by LB Liquor Stores Weyburn. Another discretionary use permit is for a home-based childcare business on 9th Street by Ammie Parisien. The request is needed due to requirements by the Ministry of Education. The third permit is for an outdoor concert on Coteau Avenue on June 16th. The concert would be hosted by Weyburn Credit Union and would take place between 2nd and 3rd Streets.  

The final item of new business that is on the agenda is the replacement of an asbestos cement water main on Duncan Drive. This replacement is being recommended after the failure of the main twice in the past three years and would be covered by money left over from a previously budgeted water main replacement.
